This bill amends the Election Law of Maryland to establish new requirements and procedures for the verification of signatures on absentee ballot envelopes. Specifically, it requires that absentee ballots be signed by both the voter and a witness, except for active duty members of the U.S. uniformed services and their spouses/dependents serving overseas. The local election boards must also verify the voter's signature on the ballot envelope by comparing it to the voter's registration record, in accordance with regulations adopted by the State Board. The bill also makes the legislation an emergency measure, allowing it to take effect immediately upon enactment.
