This bill amends the Siletz Reservation Act to address the hunting, fishing, trapping, and animal gathering rights of the Confederated Tribes of Siletz Indians. The key provisions include: (1) keeping the existing Siletz Agreement in effect until replaced, amended, or modified by a new government-to-government agreement between the tribes and the State of Oregon; (2) allowing the Siletz Agreement or any successor agreement to be amended by mutual consent of the tribes and the state; and (3) requiring the U.S. District Court for the District of Oregon to review any action to rescind, overturn, or modify the existing consent decree on the merits, without regard to the defenses of res judicata or collateral estoppel. The bill clarifies that it does not enlarge, confirm, adjudicate, affect, or modify any treaty or other right of an Indian tribe.
