This bill limits the circumstances in which the Air Pollution Control Board must consider certain facts and circumstances when making regulations, approving variances, control programs, or permits, or when the courts are granting injunctive relief under the air pollution control laws. The bill removes the requirement for the Board and the courts to consider the reasonableness of the activity involved and the regulations proposed to control it. Instead, the Board and the courts would only need to consider the character and degree of injury or interference caused, the social and economic value of the activity, the suitability of the activity to the area, and the scientific and economic practicality of reducing or eliminating the discharge.
