This bill amends the Nebraska Political Accountability and Disclosure Act to regulate ballot question contributions and expenditures by foreign nationals and their domestic subsidiaries. It defines "foreign national" to include individuals who are not U.S. citizens or permanent residents, as well as certain foreign organizations and governments. The bill prohibits foreign nationals from directly or indirectly making contributions to ballot question committees, and allows domestic subsidiaries of foreign nationals to make such contributions only if they meet certain requirements, such as having a principal place of business in the U.S. and demonstrating that the funds used come from their own domestic operations.
