This bill: - Makes a supplemental capital budget for the 2021-2023 biennium, appropriating funds for various capital projects and programs across state government, including for the departments of commerce, social and health services, corrections, natural resources, fish and wildlife, and recreation and conservation, as well as the state parks system, community and technical colleges, and public schools. - Provides funding for projects related to affordable housing, community facilities, broadband infrastructure, behavioral health services, early learning facilities, water quality improvements, and more. - Authorizes the state treasurer to make transfers from the public works assistance account to other accounts like the drinking water assistance account and water pollution control revolving account. - Reenacts and amends the statute governing the public works assistance account to allow appropriations from the account for additional activities during the 2021-2023 biennium. - Creates a new energy efficiency revolving loan capitalization account to receive federal grant funding and support energy efficiency projects. - Declares the act is necessary for immediate preservation of public peace, health, or safety, and takes effect immediately. The bill makes a variety of appropriations and changes to existing capital programs and accounts to support infrastructure, public facilities, and other community needs across Washington state.
