This bill: - Amends the definition of "cyberstalking" to "cyber harassment" and expands the crime to include threats of bodily injury or property damage that would cause a reasonable person emotional distress or fear. It also increases the penalties for cyber harassment in certain circumstances, such as if the perpetrator has a prior conviction for harassment or if the victim is a criminal justice participant or election official. - Adds a new crime of "cyberstalking" that prohibits the installation or monitoring of electronic tracking devices without consent, with exceptions for law enforcement, court orders, and in certain caregiving situations. The penalties for cyberstalking range from a gross misdemeanor to a class C felony depending on the circumstances. - Allows criminal justice participants and election officials who are victims of certain cyber harassment or threats to be eligible for the address confidentiality program. - Makes various other changes related to protection orders, sentencing, and the criminal code to address cyber harassment and cyberstalking.
