This bill aims to ensure that material changes to the operations and governance structure of participants in the health care marketplace in Washington state, such as mergers, acquisitions, and contracting affiliations, result in continued or improved access to affordable, quality health care, including emergency, primary, reproductive, gender affirming, and end-of-life care. The bill requires parties to these material change transactions to provide detailed information to the Attorney General, who can impose conditions or disapprove the transaction if it does not meet certain requirements related to access, affordability, and health equity. The Attorney General is also tasked with monitoring compliance with the requirements for 10 years after the transaction occurs.
