This bill establishes outreach and completion initiatives to increase postsecondary enrollment in Washington. It requires the Student Achievement Council to conduct a statewide marketing campaign to increase awareness of the Washington College Grant, the state's largest financial aid program. It also establishes a pilot program at community and technical colleges to employ outreach specialists who will assist high school students in completing the Free Application for Federal Student Aid (FAFSA) and the Washington Application for State Financial Aid. Additionally, the bill directs the State Library to administer a grant program to local public libraries to partner with community organizations and assist with FAFSA and state aid application completion. The bill also allows the Office of Student Financial Assistance to confirm student eligibility for the Washington College Grant using data from the Department of Social and Health Services, and requires the Office to collaborate with the Department to conduct outreach to individuals receiving public assistance about the grant program.
