This bill requires the State Water Control Board to analyze the economic or social impact on residents and communities that have historically been economically or socially disadvantaged when considering any project or development that would constitute a new or increased discharge of effluent into high-quality water. It maintains the existing policy that waters with better quality than the established standards must be maintained at high quality, but allows the Board to authorize projects that would constitute a new or increased discharge if it is demonstrated that the change is necessary for economic or social development, and the necessary degree of waste treatment to maintain high water quality will be required where feasible.
