This bill requires certain disclosures of election expenditures. It amends the existing law to: 1. Require any person who makes independent expenditures over $1,000 in a calendar year to file a disclosure statement with detailed information, including the identity of the person making the expenditure, the amount and purpose of the expenditure, and information about the contributors. 2. Establish new disclosure requirements for "covered transfers" - transfers of $10,000 or more (or $50,000 or more between affiliates) where the transfer is designated or used for campaign-related disbursements. The recipient of a covered transfer must obtain and disclose information about the original contributors to the person making the covered transfer. 3. Impose criminal penalties for willful non-compliance with the new disclosure requirements. 4. Authorize the Secretary of State to promulgate rules to implement the new disclosure provisions. Overall, the bill aims to increase transparency around the sources of funding for election-related spending by requiring more detailed disclosures, particularly for transfers of funds used for campaign-related activities.
