This bill authorizes the chief juvenile and domestic relations district court judge to waive the ceremonial requirements for the issuance of original driver's licenses to minors within the district or to order that the licensing ceremony be conducted in an alternative manner. If the ceremony is waived, the Department of Motor Vehicles will mail or deliver the licenses directly to the licensees. The bill maintains the existing provisions that the Department shall forward all original driver's licenses issued to persons under 18 to the juvenile and domestic relations court judge, who shall issue the license and conduct a formal ceremony to illustrate the responsibilities of driving, and that the licensee must be accompanied by a parent, guardian, or other responsible adult at the ceremony, unless the licensee is a student outside of Virginia at the time the license is received by the judge.
