This bill enacts the Public-Private Partnership Act, which allows public partners (state and local government entities) to enter into agreements with private partners (private businesses) to facilitate the development of public projects, such as public transportation infrastructure and broadband telecommunications networks. The bill creates a Public-Private Partnership Board to oversee the approval of these public-private partnership agreements, and establishes a Public-Private Partnership Project Fund to provide grants and loans for studying and financing these public projects. The bill also grants the New Mexico Finance Authority the power to issue revenue bonds and refunding bonds to support the public-private partnership projects. Finally, the bill exempts these public-private partnership agreements from the state's Procurement Code.
