This bill requires the addition of a "public services impact disclosure" to the ballot titles of initiatives and referenda that would result in a net decrease in state revenue. The disclosure must be a high-level, neutral description of the primary state services that would be negatively impacted by the measure, not exceeding 10 words (or 15 words if the impact is primarily on the general fund). The Attorney General is responsible for drafting the disclosure, which would appear on the ballot after the concise description and before the question. The bill also makes related amendments to existing law regarding the formatting and contents of ballot titles.
