This bill codifies and increases the minimum Medicaid per diem reimbursement rates for assisted living residences, comprehensive personal care homes, and assisted living programs. It establishes a minimum rate of $89.50 for assisted living residences and programs, and $79.50 for comprehensive personal care homes. The bill also provides for additional rate increases based on the percentage of Medicaid beneficiaries served by the facility, with the highest increase of $35 per diem for facilities where at least 70% of residents are Medicaid beneficiaries or the facility is considered a "Medicaid partner community." The bill requires the Commissioner of Human Services to apply for any necessary state plan amendments or waivers to implement the provisions and secure federal funding, and to adopt rules and regulations to effectuate the purposes of the act. An appropriation from the General Fund is provided to the Department of Human Services to implement the provisions of the bill.
