This bill requires entities that own abandoned lines in New Jersey to remove those lines, except in certain circumstances. It defines an "abandoned" line as one that is not terminated at both ends, not maintained in a safe condition, not intended for future use, and has not been in operation for at least 24 consecutive months, unless the owner of the structure to which the line is attached has requested its removal. The bill also requires entities to mark the ends of their lines attached to buildings or structures, and establishes a process for owners of structures and others to request removal of suspected abandoned lines. The bill imposes penalties on entities that fail to comply with these requirements.
