This bill exempts certain plastic materials processed at advanced plastic processing facilities from State laws regulating solid waste disposal and recycling. Specifically, it excludes plastic materials that are transported and delivered to, and processed at, an advanced plastic processing facility from the definitions of "solid waste" and "solid waste management" under the Solid Waste Management Act. These advanced plastic processing facilities use chemical processes like gasification, pyrolysis, and solvolysis to transform plastic materials into usable products like monomers, chemicals, and fuels, and are not considered solid waste or recycling facilities for regulatory purposes.
