Bill Summary

This bill concerns the development of safe indoor storage standards for batteries. The bill provides that the Commissioner of Community Affairs, in consultation with the Board of Public Utilities, would adopt a set of standards to allow for the safe indoor storage of batteries that are part of an energy storage system for a building or facility, as well as working to incorporate these safety storage standards into the State Uniform Construction Code. These standards would include but not be limited to: (1) developing specific indoor storage safety requirements for the batteries; (2) communicating with the fire official or code enforcement official of a municipality where the batteries are going to be stored; and (3) developing safe procedures, in consultation with the New Jersey Department of Environmental Protection, for the disposal of batteries. Under the bill, the following types of qualifying batteries would require safety indoor storage standards: lithium-ion; nickel-cadmium; nickel metal hydride; flow or redox flow; and lead acid.
