This bill prohibits medical students, post-graduate residents in medical training, and other students from performing examinations on anesthetized or unconscious female patients without first obtaining the patient's informed consent, unless the examination is medically necessary. The bill also allows female patients to choose to undergo an examination before or after the administration of anesthesia if the examination is within the scope of the procedure to be performed or if it is determined to be medically necessary prior to the procedure. The Commissioner of Health is granted the authority to promulgate rules and regulations to implement the provisions of the bill, which will take effect 180 days after the date of enactment.
