This bill prohibits a sewerage authority from imposing a new connection fee or tapping fee on the owner or occupant of a property that has been connected to the sewerage system for 20 or more years, even if the property has been inactive for a period of time or if the redevelopment of the property requires a modification or relocation of the existing connection. The bill also specifies that this exclusion applies regardless of whether the redevelopment involves an addition, alteration, or change of use to the property. Additionally, if a sewerage authority has already imposed a fee that is not authorized under this bill, the authority must reimburse the amount paid by the owner or occupant under protest.
