This bill strengthens the provisions of the child-protection window guard law. Key changes include: - Requiring owners/managers to automatically provide, install, and maintain approved window guards in rental units where children 10 years old or younger reside or are regularly present, rather than requiring a written request from the tenant. - Allowing tenants to waive the requirement for window guards in writing, but enabling them to later rescind the waiver. - Requiring unit owners' associations in common interest communities to provide, install, and maintain window guards in common areas when notified that children 10 or younger reside in the community. - Enhancing enforcement by declaring failure to provide window guards a nuisance that can be abated by the government, and imposing penalties on owners/managers for violations. - Standardizing the notice requirements to tenants about the window guard law and their rights and obligations.
