This bill establishes a two-year Statewide Animal Advocate Program within the Administrative Office of the Courts (AOC). The program allows courts to appoint a separate advocate to represent the best interests of an animal involved in any criminal proceeding related to animal cruelty or animal welfare. The advocate is responsible for monitoring the case, attending hearings, sharing information with attorneys, accessing relevant records, and presenting recommendations to the court. The AOC will maintain a list of eligible attorneys and law students who can serve as advocates on a voluntary basis. After two years, the AOC director will submit a report to the Governor and Legislature with recommendations on continuing the program.
