This bill would, until January 1, 2025, create a grant program under the administration of the Department of Housing and Community Development to provide grants to qualified landlords who have applied for rental assistance funds through the State Rental Assistance Program but have either received a negative final decision or have been waiting more than 20 days for a final decision on their application. The grants would fully satisfy the COVID-19 rental debt owed by the tenant, and landlords who receive a grant would be required to cease reporting the unpaid debt to consumer reporting agencies and agree not to terminate the tenancy for two years except for an at-fault just cause. The bill would also establish a fund, the moneys in which would be available upon appropriation by the Legislature for the purposes of awarding these program grants.
