This bill, the "Terms-of-service Labeling, Design, and Readability Act" or the "TLDR Act", requires the Federal Trade Commission (FTC) to issue a rule that compels covered entities (commercial websites and online services, excluding small businesses) to include a short-form terms of service summary statement, a graphic data flow diagram, and an interactive data format version of their full terms of service on their website. The summary statement must be easy to understand and disclose details like the time required to read the full terms, categories of sensitive user information processed, user rights and liabilities, data breach history, and instructions for deleting information. The FTC is also directed to provide guidance on the data flow diagrams and require the terms of service to be tagged in an interactive data format. Violations of these requirements are treated as unfair or deceptive acts, enforceable by the FTC and state attorneys general.
