This bill creates an exemption from the compulsory school attendance requirement for children who participate in a "learning pod" or "microschool." A learning pod is a voluntary association of parents who choose to group their children together for academic studies as an alternative to enrolling in a public, private, or home school. A microschool is a school initiated by one or more teachers or an entity that charges tuition and is an alternative to other schooling options. To qualify for the exemption, the parent or legal guardian must provide the county superintendent with a notice of intent to participate in a learning pod or microschool, including the child's name, address, and age, and assurance that the child will receive instruction in core subjects and be annually assessed. The person providing instruction must have a high school diploma or higher education credential. The child's academic progress must be assessed annually, and remedial action must be taken if the child does not demonstrate acceptable progress. The county superintendent must offer assistance, such as textbooks and resources, to the learning pod or microschool. Learning pods and microschools that meet the requirements of this bill are exempt from most other education-related laws, except for provisions related to the placement of video cameras for students with special education needs.
