This Joint Resolution proposes to amend the New Mexico Constitution to allow voters who have not declared a party affiliation, often referred to as "independent" or "unaffiliated" voters, to participate in a political party's primary election, which is the election where parties choose their candidates for the general election. However, these unaffiliated voters would only be allowed to vote in one party's primary. The resolution also gives political parties the option to restrict their primary elections to only registered members of that party, but only if the party agrees to cover all the expenses associated with conducting that nomination process. This proposal would be put to a vote of the people at the next general or special election.
