This Memorial requests that the director of the Construction Industries Division of the Regulation and Licensing Department establish a Housing and Economic Development Efficiency Task Force. This task force, composed of diverse representatives from municipalities with varying levels of construction industry regulation, developers, contractors, trade unions, and state agencies like the Department of Environment and the State Fire Marshal's office, is charged with studying and recommending ways to improve efficiency within the construction industry at all government levels. The goal is to address issues of housing availability and affordability by streamlining processes for obtaining building permits and inspections, which are currently seen as time-consuming and complicated, thus increasing construction costs and exacerbating housing problems. The task force is expected to deliver a comprehensive report with its findings and recommendations by October 1, 2022.
