This bill creates the evergreen basic income trust within the Department of Social and Health Services. The trust will provide monthly payments for 36 months to eligible Washington residents who have reported gross income that does not exceed 50% of the area median income. The payments are intended to provide basic financial security and flexibility to recipients, and will not impact eligibility for other public assistance programs like food assistance or child care. The department is directed to prioritize outreach and enrollment to low-income households and other key populations, work with community organizations to support enrollment, and track demographic data on program participants. The bill also exempts the basic income payments from being considered as income for purposes of determining eligibility for other public assistance programs like the working connections child care program and the early childhood education and assistance program.
