This bill proposes to extend the Energy Savings Account (ESA) Partnership Pilot Program for an additional 18 months until December 31, 2023, and allows participants to request a further extension until December 31, 2026 to spend or contract to spend the pilot funds accrued prior to January 1, 2024. The bill also requires the Department of Public Service to convene a working group to recommend changes to the ESA program rules by January 15, 2023. Additionally, the bill adjusts the allowable average per unit for the Home Weatherization Assistance Program to account for inflation of materials and labor, and authorizes any Vermont Employment Growth Incentive (VEGI) awards granted by the Vermont Economic Progress Council between January 1, 2021 and the enactment of this act.
