It outlines the responsibilities of the Alabama State Board of Midwifery, including approving, renewing, suspending, or revoking midwifery licenses, investigating and conducting hearings on complaints, and establishing licensure fees and professional liability insurance requirements. The bill also sets forth the scope of practice for licensed midwives, prohibiting them from performing certain obstetric procedures like administering anesthesia, inducing labor, or delivering multiple or non-cephalic (head-first) presentations. The bill becomes effective on the first day of the third month following its passage and approval by the Governor.
