Bill Summary
Under current State Board of Education regulations, in order to be eligible to receive a certificate of eligibility with advanced standing (CEAS) a candidate must pass a Commissioner of Education approved performance-based assessment, currently the edTPA. This bill provides that the State Board of Education is prohibited from requiring a candidate for a CEAS to complete a Commissioner of Education approved performance-based assessment in order to be eligible for CEAS certification. Additionally, the bill prohibits an educator preparation program from considering whether a candidate for a CEAS has completed a Commissioner of Education approved performance-based assessment when making a determination as to whether to recommend a candidate for CEAS certification.
AI Summary
This bill prohibits the State Board of Education from requiring candidates for a Certificate of Eligibility with Advanced Standing (CEAS) or a Certificate of Eligibility to complete a Commissioner of Education-approved performance-based assessment, such as the edTPA, as a condition of eligibility. Instead, educator preparation programs will be required to have candidates complete a performance-based assessment approved by the program, starting with those who will complete their program in Spring 2024. Additionally, the bill exempts those who earned a CEAS or Certificate of Eligibility during the 2019-2020 to 2021-2022 school years and were unable to complete a performance-based assessment due to COVID-19-related disruptions from the requirement to do so in order to earn a standard certificate.
