This bill amends the Controlled Substance, Drug, Device and Cosmetic Act to provide a revised definition of "drug paraphernalia" that excludes certain syringes, needles, and other objects used to reduce the risk of disease transmission or other harm when provided through a syringe services program or by a healthcare provider. The bill also grants immunity from civil or criminal liability to pharmacists, healthcare providers, and syringe services programs for activities related to the distribution of these harm-reduction items. Additionally, the bill requires syringe services programs to report certain information to the Department of Health and directs the Department to issue guidance on best practices for these programs.
