This Memorial requests that several New Mexico state agencies, including the Department of Agriculture, the Economic Development Department, and the Tourism Department, work together to assess the current state of agritourism in New Mexico by identifying existing businesses and estimating its economic value. Additionally, the Memorial asks the Department of Agriculture to research how other states have provided legal protections, known as limited liability, for agritourism activities, and it directs the Office of the Superintendent of Insurance to investigate how other states have made liability insurance more affordable for these types of businesses. The ultimate goal is for these agencies to explore what actions the state can take to make accessible and affordable liability insurance available for agritourism operations, with a report of their findings and recommendations due to legislative committees by September 30, 2022.
