This bill requires the Department of Environmental Quality (DEQ) to document baseline conditions of any waters of the Commonwealth that may be affected by any discharge authorized by the State Water Control Board. The bill also requires all applications for individual permits, requests for water quality certifications, and registration statements for coverage under general permits to include information sufficient for DEQ to complete baseline analyses. This is to ensure compliance with the existing law that requires waters with better quality than established standards to be maintained at that high quality, unless the Board can demonstrate that a change is justified to provide necessary economic or social development.
