This bill creates the Imagination Library of Washington program, which will provide age-appropriate, high-quality books each month to eligible children from birth to age five at no cost to families. The Department of Children, Youth, and Families, in coordination with the Office of the Superintendent of Public Instruction, will select a Washington state-based nonprofit organization to manage the daily operations of the program, establish affiliate programs across the state, and contract with a national nonprofit foundation to provide the books. The nonprofit organization will provide 50% of the cost to provide the books, while the affiliate programs will cover the remaining cost. The Department may also seek and accept gifts, grants, or endowments from public or private sources to fund the program.
