This bill: - Increases the preference for New Mexico resident businesses and contractors when making purchases using a formal bid or request for proposals process. The preference for resident businesses and Native American resident businesses is increased from 8% to 10% for those with annual gross revenues of up to $6 million. - Eliminates the time limitation for the special preferences for New Mexico resident veteran businesses and resident veteran contractors. - Provides a new preference for New Mexico Native American resident businesses and Native American resident veteran businesses when making purchases using a formal bid or request for proposals process. This preference is also 10% for those with annual gross revenues of up to $6 million. - Makes changes to the requirements and application process for obtaining resident business, resident veteran business, Native American resident business, and Native American resident veteran business certifications from the Taxation and Revenue Department.
