This bill amends the existing Indian Education Fund in New Mexico to require that at least 70% of the fund's distributions go directly to New Mexico tribes. In fiscal years 2024 through 2028, 90% of the tribal distributions will be divided equally among the tribes, and 10% will be proportional to the number of students served by each tribe's education department. From fiscal year 2029 onward, the distribution will be 70% equal and 30% proportional. The bill also requires the Department of Public Education to enter into joint powers agreements with the tribes to disburse the tribal funding. Additionally, the bill appropriates $20 million from the general fund to the Indian Education Fund for fiscal year 2024 and subsequent years, with any unused funds not reverting to the general fund.
