This bill amends the New Mexico Telecommunications Act to require the Public Regulation Commission to establish parity of regulation between incumbent local exchange carriers regulated under the New Mexico Telecommunications Act and incumbent rural exchange carriers regulated under the Rural Telecommunications Act of New Mexico. The bill also establishes that effective competition shall be demonstrated when two or more carriers provide similar voice services to a wire center serving area, regardless of the technology used or whether the services are regulated or receive government funding assistance. Additionally, the bill requires the Commission to report on the steps taken to achieve regulatory parity and the impact of the Act's provisions on consumers in urban and rural areas.
