This bill appropriates $15 million from the general fund to the University of New Mexico to establish a quantum materials and technologies program in collaboration with New Mexico State University, the New Mexico Institute of Mining and Technology, and federal research laboratories within the state. The program aims to develop curricula, faculty, and technologies for the development and use of quantum materials, as well as to create workforce training programs in the use and maintenance of quantum materials technologies in collaboration with community colleges. The funding is to be expended over the fiscal years 2023 through 2027, with a maximum of $3 million to be spent in any given fiscal year. Any unexpended or unencumbered balance remaining at the end of fiscal year 2027 will revert to the general fund.
