This bill expands the uses for which the legislature may appropriate money from the Early Childhood Education and Care Program Fund. The bill increases the annual distribution from the Early Childhood Education and Care Fund to the Early Childhood Education and Care Program Fund from $30 million to $40 million. It also allows the legislature to appropriate money from the Early Childhood Education and Care Fund to the general fund if necessary to meet general fund appropriations for a fiscal year, provided that certain other state funds have been exhausted first. The bill also allows expenditures from the Early Childhood Education and Care Program Fund to be made by the authorized representative of any executive agency for which the legislature has made an appropriation from the fund, not just the Secretary of Early Childhood Education and Care.
