This bill eliminates the basic skills assessment as a required component of the New Mexico Teacher Assessments Examination and provides alternative paths to teacher licensure. Specifically, it allows applicants to submit a portfolio assessment instead of the basic skills test, and it creates a two-year restricted license for applicants who have not passed the content knowledge assessments after at least two attempts but have a degree from an accredited teacher education program. The restricted license can then be converted to a standard license after two years of successful evaluations and recommendations from the employing school district. The bill also requires the promulgation of rules to implement these provisions by August 15, 2022.
