This bill enacts the New Mexico Reforestation Center Act, which directs the Forestry Division of the Energy, Minerals and Natural Resources Department to enter into an agreement with the Department of Forestry at New Mexico Highlands University, the Agricultural Experiment Station at New Mexico State University, and the Department of Biology at the University of New Mexico to create the New Mexico Reforestation Center. The Center will address the impacts of a changing climate on the state's forests and meet the state's reforestation needs through various programs, including a seed bank, nursery, and planting initiatives. The bill also creates a New Mexico Reforestation Board to oversee the Center's strategic planning and fiscal decisions, and appropriates $4.6 million from the general fund to the Center's dedicated account for its first-year operational expenses.
