This bill creates the County Courthouse Buildings Fund within the state treasury, to be administered by the Administrative Office of the Courts. The fund will be used to make grants to counties for the remodeling, renovation, or construction of courthouses, excluding the purchase of land or buildings. The grants can only be used for courtrooms and court-related facilities, and the counties must provide matching funds equal to the grant amount. The Administrative Office of the Courts is required to adopt rules governing the terms and conditions of the grants, and the grants can only be made if the financing for the complete project is deemed cost-effective. The bill also appropriates $20 million from the general fund to the County Courthouse Buildings Fund for expenditure in fiscal year 2023 and subsequent fiscal years, with any unexpended or unencumbered balance remaining at the end of a fiscal year not reverting to the general fund.
