This Memorial requests the New Mexico Legislative Council, working with the Public Regulation Commission (PRC), to conduct a comprehensive study on the feasibility and benefits of a state-level public utility model for New Mexico. The PRC is a state agency responsible for regulating utilities, and a public utility model would involve public ownership and operation of energy infrastructure, potentially leading to greater local control, community investment, and revenue generation for the state, while also exploring how to best deliver electricity to consumers amidst technological advancements.
