This bill adjusts and requests appropriations for fiscal biennium 2021-2023 funding requirements for operations and capital improvement projects of Executive Branch agencies and programs. The key provisions of this bill are: - It makes various amendments to Act 88, Session Laws of Hawaii 2021, including adding new sections and modifying existing sections to appropriate additional funds for a range of purposes, such as: 1) Repairing and expanding the spillway associated with the Wahiawa Irrigation System, acquiring land related to the system, and addressing issues with state dams and reservoirs. 2) Funding payroll and operational costs for the division of fisheries management and work on a pilot program at Wahiawa reservoir. 3) Providing loans to nonprofit organizations for affordable housing development. 4) Removing albizia and other invasive trees that threaten public roadways and utility infrastructure. 5) Addressing little fire ants and other harmful ants, and funding for the Hawaii Invasive Species Council. 6) Funding emergency medical services on Molokai and modernizing state laboratory facilities. 7) Providing additional funding for teacher differentials, collective bargaining costs, and special education services in public schools. 8) Authorizing the transfer of savings or unrequired balances between appropriations within the Department of Education to supplement certain purposes. The bill also repeals certain provisions that gave the Governor broad authority to transfer funds between appropriations and extends the lapse dates for certain federal and non-general fund appropriations.
