This bill requires the Director of National Intelligence to produce a National Intelligence Estimate on how foreign adversaries use "gray zone activities" (actions that fall between ordinary statecraft and open warfare) to advance their interests, what responses by the United States or its allies would tend to escalate or de-escalate such activities, and opportunities for the U.S. to minimize the use of gray zone activities in great power competition. The bill also requires the Director to develop a lexicon of common terms and definitions related to gray zone activities. The goal is to better understand and respond to these types of covert, deniable, or unattributable actions by U.S. adversaries that aim to weaken American power without triggering a direct military confrontation.
