Bill Summary

Amends the Substance Use Disorder Act. In provisions requiring the Department of Human Services to establish a public education program regarding gambling disorders, requires the program to (i) promote public awareness to create a gambling informed State regarding the impact of gambling disorders on individuals, families, and communities and the stigma that surrounds gambling disorders and (ii) use screening, crisis intervention, treatment, public awareness, prevention, in-service training, and other innovative means to decrease the incidents of suicide attempts related to a gambling disorder or gambling issues. Requires the Department to determine a statement regarding obtaining assistance with a gambling disorder, which each licensed gambling establishment owner shall post and each master sports wagering licensee shall include on the master sports wagering licensee's portal, Internet website, or computer or mobile application. Permits the Department: to provide advice to State and local officials on gambling disorders; to support gambling disorder prevention, recognition, treatment, and recovery projects; to collaborate with other community-based organizations, substance use disorder treatment centers, or other health care providers engaged in treating individuals who are experiencing gambling disorder; and to perform other actions. Permits the Department to award grants to create or support local gambling prevention, recognition, and response projects. Makes other changes.

AI Summary

This bill aims to make several changes to Illinois' mental health and substance use disorder treatment system, including: 1. Increasing Medicaid reimbursement rates for certain community mental health services, including individual therapy, community support, case management, and assertive community treatment. The rate increases range from $8 to $15 per service unit. 2. Establishing monthly "directed payments" to community mental health providers based on the number of Medicaid users of community support team and assertive community treatment services. These payments would be $4,200 per Medicaid user for community support and $6,000 per Medicaid user for assertive community treatment. 3. Requiring that no existing Medicaid base rates or add-on payments for community mental health services be diminished to implement the new rate increases. Any delayed payments must be made retroactive. 4. Directing the Department of Healthcare and Family Services to seek federal approval for the new rate structure and ensuring the payments will be eligible for federal Medicaid matching funds. 5. Appropriating sufficient funds to the Department of Human Services to increase reimbursement rates for licensed or certified community-based substance use disorder treatment providers and services under community service grant programs. 6. Creating the Department of Juvenile Justice Reimbursement and Education Fund to receive and appropriate funds for the educational expenses of the Department of Juvenile Justice. 7. Making various other changes related to mental health, developmental disabilities, and substance use disorder services and funding. The overall goal appears to be preserving and expanding access to community-based mental health and substance use disorder treatment services in Illinois to prevent unnecessary hospitalizations and avoid the criminalization of these conditions.
