This Memorial requests the New Mexico Legislative Council, working with the Public Regulation Commission (PRC), to conduct and oversee a comprehensive study on the potential benefits and costs, as well as the technical feasibility, of establishing a state-level public utility model in New Mexico. The study aims to determine if a public power ownership model would offer net public benefits, considering ratepayer, environmental, and economic advantages, and explore how to best deliver electricity to consumers given advancements in renewable energy. The PRC and other stakeholders will report their findings and recommendations, including best practices from other states and pathways for implementation, to various legislative committees by December 1, 2022, with the goal of creating a new energy supply system that prioritizes local control and renewable energy while ensuring reliability and supporting state revenue through energy exports.
