This Memorial requests that the Human Services Department and the Workforce Solutions Department, two state agencies, form a special group called a task force to investigate and suggest how New Mexico could implement a basic income program for its low-income residents. The task force will include representatives from community organizations that serve low-income populations and relevant agencies, with an invitation for a representative from the governor's office who focuses on low-income issues. This group is required to present its findings and recommendations to the Legislature by November 1, 2022, following a period where New Mexico has faced high poverty and unemployment rates, and a declining labor force participation.
