This Memorial requests the University of New Mexico Bureau of Business and Economic Research, working with the Legislative Council Service, to conduct a comprehensive study on legislative operations in New Mexico. The study will involve surveying legislative personnel about the legislature's needs and surveying legislators to understand the time and activities involved in their duties outside of official sessions. It will also examine the financial aspects of legislator compensation, the duration and focus of legislative sessions, and the staffing available to legislators and the legislature as a whole, considering the current constitutional limitations on session length and legislator pay, and the increasing demands on lawmakers. The findings and recommendations are to be reported to legislative committees by specific dates in 2022.
