This bill amends existing New Mexico law to provide an emergency exception that allows the state's bureau to require an LP gas dispenser to deliver and fill customers' LP gas containers or authorize other dispensers to do so, even without the owner's authorization. The emergency exception applies when the state, a county, municipality, or tribal government declares that a lack of LP gas for heating, cooling, or refrigeration is endangering customers' health or safety. The bill also requires the dispenser to provide its customer list to the bureau and the delivering dispenser, and prohibits the owner from removing fuel or the container from a customer's premises if the customer has already paid for the gas.
